Part of this mint mark is a cryptogram, and is Greek for eros, which in Latin is amor. Amor and Roma are palindromes-- they read the same backward or forward.

"The last sign is clearly an episemon, epigraphically employed for S(emis) also."  (RIC VII p. 12)  Semis literally means half, and the semis coin was valued at half an as. The IOVI coins were issued as part of a coin reform by Licinius in his territories (mints of Heraclea, Nicomedia, Cyzicus, Antioch, and Alexandria) and were reduced in value  from 25 to 12 and a half.

Here is a rare legend for Licinius II that was used after the 1st Civil War (A.D. 316) between Constantine and Licinius, perhaps in an attempt by Licinius to demonstrate peace and perhaps remind Constantine that he was family by marriage and Licinius II was his nephew. "The rapidly passing employment of the name Constantinus for the younger Licinius shows that the cordial relations between the two Imperial Houses very soon cooled off." (RIC VII pg 29)
